| 1. |
The council appoints a chief secretary, at the instance of the Speaker, dealing with the council affairs and directing staff. |
| 2. |
The council sets up 6 units as follows, in charge of the relevant items separately: |

| (1) |
PROCEDURAL OFFICE:
Arrangement of daily schedules, preparation of the council agenda, collation of records, settlements of proposals & petitions, compilingof council transcripts and reports, etc.

GENERAL AFFAIRS OFFICE: GENERAL AFFAIRS OFFICE:
Management of cash receipts, property, supply, vehicles, accommodation, conferences, paperwork, files, library books, staff benefits, etc. |
| (3) |
ADMINISTRATION OFFICE:
To be responsible for management of information, county council tribune, media
communication, public relationship, researching & evaluation, managing & evaluation, general public service center, etc. |
| (4) |
LEGAL DEPARTMENT:
To handle legal cases. |
| (5) |
ACCOUNTING OFFICE:
To be in charge of the yearly budget, accounting affairs, and statistic items. |
| (6) |
PERSONNEL OFFICE:
To deal with the personnel affairs. |

This council appoints executives, secretaries, specialise, staff, assistant employees and clerks. |
|
|
|

|
