| The Kaohsiung County Council’s Proceeding Board launching Measure |
| Voluntarily filed as per a Ministry of the Interior ordinance, Ref. Taiwan (2000) Interior, Civil No. 8973506, dated May 29, 2000 |
| Article 1 |
The measure has been drafted in accordance with provisions set forth under Article 18 of the Kaohsiung County Council’s (the Council) Organizational Self-governance Act. |
| Article 2 |
The council is to appoint a procedural board, and eleven board members are to be appointed, whom are to be filled by the council speaker and vice speaker as the natural board members who are also to act as the commissioner and deputy commissioner, and the council speaker referring an individual from each review board and each party caucus as board member, with the nominations to be presented to the general assembly for motioning. |
| Article 3 |
The procedural board is to be called upon by the commissioner when deemed necessary depending on the factual circumstances. |
| Article 4 |
The procedural board’s job description is as follows,
- To review the council’s meeting agenda.
- To review whether the formalities of various proposal have been comprehensive, and whether the content meets the council’s jurisdiction in conducting a review.
- To oversee the merger, breakdown of proposals and change to the sequence.
- To oversee the distribution of county government proposals, council members’ inquiries, and the time allocated for proposal discussion.
- To oversee other meeting procedural issues.
The foresaid par IV’s inquiry time may not exceed one-fifth of the total council session dates. |
| Article 5 |
The procedural board, when convening a meeting, may request the council secretary general, legal office director and meeting section director to be present. |
| Article 6 |
The administrative staffing required of the procedural board shall be dispatched from the council’s administration unit. |
| Article 7 |
The measures are to be implementation following motioning through the general assembly, and subject to a voluntary filing with the Ministry of the Interior. |
