| Article 1 |
The Kaohsiung County Council (the Council), in a bid to step-up onsite audio recording and video recording, has specially drafted the rules. |
| Article 2 |
The council, when conducting the overall county administration inquiries, may deploy audio recording and video recoding, and all other meeting sessions are sound recorded. |
| Article 3 |
All sound and visual recordings made of the councils meetings may not be taken outside the council without the chair’s approval. |
| Article 4 |
The council members, upon approved by the council speaker, may listen to or peruse, at the council venue, the audio recording or video recording of whose own speaking at the council sessions. |
| Article 5 |
The council members may play back or rerecord the audio recording or video recording of whose own speaking at the council sessions. However, unless securing the consent of other speaking council members, a council member shall not play back, transcribe, or rerecord the audio recording or video recording of other council members’ speaking at the council sessions. |
| Article 6 |
No individual beyond the council, unless approved by the council speaker, may request to play back, peruse relevant audio recording or video recording of council sessions. |
| Article 7 |
When the council is convened for meeting, except those that hold a press pass the council issues, and unless so approved by the meeting chair, no individual is allowed to conduct audio recording or video recording of the council sessions. |
| Article 8 |
The audio recording and video recording for each council meeting are retained until the expiry of the following council term. |
| Article 9 |
No speaking records during the council sessions may be willfully transcribed and disclosed publicly, except when a council member transcribes whose own speaking records. |
| Article 10 |
The rules are to be implemented upon motioned through the general assembly. |
