| The Kaohsiung County Council Open Hearing Rules |
| Voluntarily filed as per a Ministry of the Interior ordinance, Ref. Taiwan (2000) Interior, Civil No. 8973674, dated July 17, 2000 |
| Article 1 |
The rules are drafted and finalized as per Article 78 of the Kaohsiung County Council’s (the Council) Meeting Rules. |
| Article 2 |
The council’s open hearing seating is located on the third floor of the council hall or to be designated by the meeting chair on an interim manner. |
| Article 3 |
All individuals who wish to participate in an opening hearing shall registered with whose identification document in exchange for an open hearing pass in order to enter the open hearing seating. However, those with alcoholism or suffering from psychological disorder are banned from participating in an open hearing. |
| Article 4 |
When motioned by the chair or three or more of council members, and subject to motioning by the general assembly an opening hearing may be withheld. |
| Article 5 |
An open hearing session may be banned when proposed by the meeting chair or three or more council members, and motioned through the general assembly. |
| Article 6 |
The council’s proposal motioning made at the session venue shall be based on that recorded in the meeting minute, and of any individual attempting to report the session’s development publicly, the individual who spreads the news shall be held solely liable. |
| Article 7 |
The rules are to be inducted as motioned by the general assembly, and subject to a voluntary filing with the Ministry of the Interior. |
