The Kaohsiung County Council’s Political Party Caucus Office Launching Measures
Motioned through the 27th session of the fifth scheduled meeting of the thirteenth council held on June 29, 1996
Article 1 The council is to separately install a party caucus office on a fair basis for any political party that occupies five or more of the council seats; the launching measures are to be defined by the council.
Article 2 Of a political party that has been registered with the Republic of China government that holds five or more council seats, the party members who been confirmed by the council may apply to launch a political caucus office at the council through the loaning method, and limited to one office each.

Council members with no political affiliation that occupy five or more council seats may install one office by referring to the foresaid stipulations.
Article 3 When launching a political party caucus office, a political party is to file a formal application with the council thorough its council party caucus organizer, and shall enter a loaning contract, where the office is intended for a political party to coordinate and contact its caucus affairs, and none of which may be sublet or occupied other than the intended purpose.
Article 4 The size of a political party caucus office is to be determined by a political party’s council seats, and the essential operating needs are to be implemented by coordinating to the current state of the council’s available office space that can be offered.
Article 5 Of the general office equipment for a political party caucus office, a political party is to issue a promissory note to loan the equipment from the council, and any damage arisen from abnormal use shall be compensated at cost.
Article 6 The council is to provide inner city calls.  However, a political party caucus is responsible for coving the long-distance calls, fax equipment and expenditures.
Article 7 No equipment or facilities may be installed within a political party caucus office that might breach the laws and regulations or jeopardize the safety of the council, and the workers’ routines shall abide by the council’s general administrative management stipulations; in the wake of violating the provision and disobeying the persuasion, the council may recall the office or severe the supply of equipment and utilities.
Article 8 The deadline for loaning a political party caucus office shall be limited to the tenure of each term of the council members, and at the reelection of each term’s council members, a new contract shall be reentered.

When the council members of a political party should fail to reach five seats, the council is to recall the party caucus office at once.
Article 9 The measures are to be implemented following approved by the council speaker and presented at the general assembly.
