| Article 1 |
Public representatives at different levels under counties/cities apply for going abroad to attend national meetings, inspect, interview, ally with sister cities or attend activities in sister cities which shall be examined in accordance with this principles. |
| Article 2 |
Going abroad for inspection or interview shall be handled separately by groups. A suitable time for going abroad is during a recess. |
| Article 3 |
Reasons of going abroad for inspection or interview shall relate to council affairs or construction matters of counties/cities or townships/cities. |
| Article 4 |
To accept invitation of going abroad for interview or attending national meetings shall affix invitations. |
| Article 5 |
Any overseas visit programs shall be made arrangements with the Ministry of Foreign Affair for approval. |
| Article 6 |
The speaker and deputy speaker of the county/city council or the chairperson and vice chairperson of township/city council shall not go abroad simultaneously. |
| Article 7 |
The speaker, deputy speaker and councilors of the county/city council go abroad in accordance with specific reasons of this principle shall submit to the Ministry of the Interior for approval prior to one (1) month. Provided, however, that if any speaker, deputy speaker and councilors of the county/city council of Taiwan Province go abroad between the July 1, 1999 and the December 31, 2000, may commission the Province Government as an agent for approval. |
| Article 8 |
The chairperson, vice chairperson and representatives of township/city council go abroad in accordance with specific reasons of this principle shall report to the county government for approval prior to one (1) month. |
| Article 9 |
After returning Taiwan, personnel working abroad shall submit inspection reports to service authorities. The inspection reports of the speaker, deputy speaker and councilors of the county/city council shall be submitted to the Ministry of the Interior for recordation. The inspection reports of the chairperson, vice chairperson and representatives of township/city council shall be submitted to the county government for recordation. |
| Article 10 |
Expense of inspection or interview which shall be limited to the budget for the year in accordance with each service authority shall not be subsidized separately. |
| Article 11 |
Attending alliance or activities of sister cities shall be examined in accordance with this principle as well as handled in accordance with Notice Matters of alliance and Groups of Overseas Interview between the Provincial Government/Local Governments and Foreign Local Governments issued by the Executive Yuan. |
| Article 12 |
Going abroad in accordance with this principle shall abide by matters as follows:
Accept guidance of institutions functioning abroad and take notice of individual words and deeds.
- Apart from necessity of cooperating assignments, personnel working abroad shall avoid receptions of institutions functioning abroad or organizations residing abroad if possible.
- Individual expense of going abroad for inspection or interview shall be limited to the amount of regulations as well as be verified and cancelled in accordance with the law.
- If necessary, public representatives shall appoint a person to accompany with. The expense of the appointed person shall verify and report expenditures in accordance with Regulations of Overseas Traveling and Business Trip Allowance.
